At this point, there is no direct way to cap CPMs on a campaign. We don't quite understand why this would be a useful feature. We assume that if an advertiser pays for CPMs then they should receive these CPMs. If this question is refering to rotating ads between advertisers, this can be done by setting the zone's Max Ads In Rotation property.

There is however one indirect way of capping CPMs/clicks. Here's how:
1. Create a pricing scheme with say 10 CPMs (10,000 impressions).
2. Set the Require Approval option in this pricing scheme.
3. Set a note in the Zone description that a customer can only purchase say 1 block from this pricing scheme.
4. With this setup, when a customer wishes to create an ad in this zone they must first go through an approval process, which will allow you to accept or deny their purchases.
