If you are having problems trying to get PayPal IPN working with your AdMan installation you should:
1. Verify that you have read and completed the instructions for PayPal Email Address in the Admin Preferences section.
2. That the PayPal Email Address that you enter in Admin Preferences is the primary email address in your PayPal account. (This is only problem if you have more than one email address in your PayPal account).

I have several IPN based sites using one PayPal account and they don't need me to set to the Instant Payment Notification (IPN) URL - they are smart enough to know and still receive the response needed to show payment.

Your instructions are to
"To setup IPN, please login to your PayPal account, select Profile->Instant Payment Notification Preferences and enter the following URL: http://www.yourwebsite.com/adMan/ipn.php)"

I don't want to if I can help it. Please fix your script so that it behaves properly and sends the Return URL it needs as part of the data it sends PayPal.

The problem is that when you use this return URL method there is no persistence. In other words, if for some reason PayPal is unable to visit the return address then PayPal will not try again. PayPal tries until it reaches a success when you put the address in the IPN settings of your account.
